Without a membership upgrade, normal members can only send 25 messages per day. I have to do it that way to limit the resources used on our dedicated web server. If you used the Membership link next to your profile photo on the member home page to get a higher membership, then you can send more messages. To send a message to everyone on your buddy list, there is a drop down on the Send A Message page that lets you choose All Buddies or buddies that match a certain Buddy Type.
You can send a message to a new buddy anytime. But there isn’t a way to add your own message on the buddy request. I would suggest you accept or deny their request, then send them a custom message afterwards.
