Sorry, didn’t see this post earlier. The probably best scuba diving in Puerto Rico can be found at the east coast. Dive sites to dream of and nearly no divers and/or dive boats. Try East Puerto Rico Divers in Palmas del Mar. They also make dive trips to Vieques Island.
