only time I’ve ever had an issue carrying dive gear on the plane was in Panama (Air Panama). They won’t let you carry any dive gear on the plane. Not really sure why, maybe they just want to charge you for the added weight in your luggage. The only thing dive related I was able to take as "carry on" was camera equipment
