I would suggest sites like Yelp, and maybe the PADI Pro Check: apps.padi.com/scuba-diving/pro-chek/
Not sure if PADI will list complaints the instructors have had, but you can check and instructors standing. Also, ask the instructor for references, or check out their online profiles. If they are "iffy" they may not provide references or the may not have much of a presence online.

I am not an instructor for PADI, but most agencies, except in extreme circumstances, require by standards, that certifications be submitted within 48 hrs of the completion of a course.
As for a list of"bad instructors",... I believe they only publish a list of expelled instructors, that no longer represent them. Most agencies will not publish any more than that due to the possibility of legal issues.

TStormdiver, PADI Standards state the instructor must submit PICS (paper or Online) within 7 Days of the course ending. Most will submit and get the temporary cards same day. However, I did get the email from the PIC Online Submission that she did submit it last night, however I have sent a two page word doc to padi about everything that transpired.

Like I said, I am not PADI (I am SSI, SDI & TDI), so I am not 100% aware of their standards.... Was just going off the fact that most agencies follow the same basic standards, with some differences to suit the agencies philosophies..
