Most DIVE Resorts cater to divers....they would prefer to book divers....if they offered a substantial discount for non divers then they would turn into a non divers hotel....just my 2 pesos :-)
West End/West Bay in Roatan has hotels smaller resorts where they are possibly a better bargin. Some of the rates are per room http://www.roatan.com/catalog/honduras/hframeset.htm
