It seems like the closest verifiable dive shop with a compressor is "Discover Diving" in Salisbury, MD, about 40 minutes drive inland from OC. There is another place in Berlin that YP shows as a supplier of dive equipment, but they don’t seem to have a website and the name does not exude the essence of dive shop, "Tailgun Industries"
I recommend just bringing more tanks; enough for both days’ dives. It should not cost much more to rent a couple extra tanks from your LDS than it would to drive an hour and a half round trip and get yours refilled. I.e. the gas to get to and from that shop will probably cost about $10, and you’ll spend your whole evening getting it done.
