Some of the liveaboards I’ve been on have taken years to get their permits and they are not cheap so you need to stay to see the payback.
Government regs may require local ownership to get those permits. Some require a % of the crew. One boat I was on in Belize had a local cook but when they moved the boat they couldn’t keep her because the next country required their citizens crew.
Maybe you could take up where the Spree left off, diving south Florida out of Key West and trips to the Bahamas and Cuba?
