I should clarify, when I say the Devil’s system isn’t open to OW divers, I’m referring to the enclosed cave system under the open water. All divers are free to dive above the cave system, where there’s surface access and the water is crystal clear. You can swim over the cave entrances and continue on to the ballroom without ever going into an overhead environment.
