I’m on the east coast so I can’t speak for Cali so far as the conditions, but I’d be mindful of lightning that might come from a storm. A diver was killed in Florida a few years ago when a storm came up while he was diving. He surfaced about 30 feet from the boat and lightning struck his tank. Lightning likes the tallest conductor. If you’re on the surface, you and the boat are most likely the tallest thing around.
Below the surface, you’re probably OK. On the surface you;re vulnerable. When lightning hits the water, it spreads across the surface rather than penetrating down. That’s why you don’t find a bunch of dead electrocuted fish floating on the surface when lightning strikes the water.
