As now there is no incentives for tech people to move to PR. On the contrary Tech companies go to PR every year to recruit students out of college for their companies. We do have good College education and cheap ( I paid 65.00 per credit in 1997). My school , University of PR-Mayaguez -A Engineering School, I have a BSEE) According to Stateuniversity.com it ranked number 15 in 2012 amongst Public State Universities in the United States of America up two ranks from 2011. It is ranked number 1 in the Caribbean according to Webometrics Ranking of World Universities.
