Key West is a nice town to visit but I think the diving is better in the upper Key’s.
Another option is to board the Spree at Stock Island which is just north of KW and go out to the Dry Tortugas. The diving is better than Florida but not as good as the Carribean and the liveaboard will cost you less overall than staying in KW which you can still visit before and after the trip.
