SSI Instructor Trainer ratings "offered"

Hi fellow divers!
First post here on the forum so please bear with me :) I have read on a PADI Course Director’s interview on the subject of PADI vs SSI, that in Spain SSI offered Instructor Trainer ratings to dive shop owners who switched to SSI. I found the idea a bit preposterous (I am a both SSI and PADI certified Instructor) but can not find any information online on the claim. Anybody here hear of some similar deal to poach PADI dive shops? Also, I have worked with dive centres that are both PADI and SSI, so I don’t really see the use of "giving ratings without any type of training" to lure them into one or the other... Preparing a reply to these claims so any help and/or testimonials will be greatly helpful :)
