From another website about snorkeling, but I’m sure you could scuba also if you had gear:

Shallow coral reefs lie off a number of Antigua’s beaches, so all a snorkeler needs to do is don a snorkeling kit and swim out from shore to pursue some underwater adventure. Rental snorkeling kits, including a mask, snorkel and fins, are available at many hotels and most beach shops. The north side of Dickenson Bay, Halfmoon Bay, the Hawksbill Beaches, Long Bay, Pigeon Point and Pineapple Beach are all shore snorkeling areas.
