I started out with a 6MP camera from Intova. It worked pretty decent to start out, I then went and got the Intova 8MP that now has an adjustable shutter speed. They take pretty decent pictures and the housings come with the camera. Housings are rated for I think 180. I recently got a sony HD camcorder and Ikelite housing that is a blast to use since it has a 30GB harddrive.
