Seeing how there’s no budget (and they haven’t had one in a few years), I’d say there’s as much money to pour into the Philippines as Congress desires. If push comes to shove, they’ll just have to trim back some of the money they keep shoveling over to our enemies.
As far as restoring everything. That actually will happen. They have a 100 year plan in fact.
