They should protect the opening with a cage like gutter guards thats really unsafe

Nah, it’s called natural selection. If you don’t read the warning sings OR don’t do your research before you just jump into a body of water...then if you survive the long drop, you were meant to live on for a reason.

I just read that the pipe averages 28 feet wide and runs 700 feet from the top of the spill way to the exit. It’s no wonder that a kid that got sucked into the hole drowned. That’s a long time to hold your breath. And can you imagine the force of the water!

If this is for overflow it would be cool to send a go pro digital recording device down the overflow and attach some sort of floating device like a foam block. Then wait for it to be spit out of the discharge water on the other side of the dam.
