Shell fishing

I’ve dug around the shorelines at low tide in my younger days but that’s about it. I would like to do some shell fishing while diving. I came across an area that had very large quahogs all over the place. Just sitting there on the sand or half way in the sand in 25 foot of water. I picked up a permit and wanted to go harvest some. I only see HUGE clams. Where are the little guys? Should I dig around in that area? Does it matter what depths I’m looking in? Same with steamer clams. Are they only up near the shore or can I find them in deeper waters?
