From Airworks: I’ve dived all around the island, and Culebra is probably the best area for visibility and fish variety. A tiny uninhabited island just east of Culebra, called Culebrita, is the top Culebra dive spot in my opinion....

I have not dived in Culebra yet ( I should be ashmed ’casue I am Puerto Rican) however , I heard from friends that own dive operations in the Island, that the West Coast (form I am from and where I have done most of my diving) has the best diving in PR. You need to head to the west and dive Desecheo Island (An unhabited marine Reserve in the Coast of Aguadilla) . One operator in the Island is the only one currently making regular trips to Desecheo - http://www.tainodivers.com/SCUBA_DIVING_PUERTO_RICO/WELCOME.html. You can also dive the famous Parguera Wall. Island Scuba can take you there form Guanica PR. http://www.sanjuandiver.com/. or you can go to La Parguera in Lajas PR and there are two operators there.
