This really is a "Groin" but no diver will ever log a groin dive :)

Again, shore dives should be done at slack high tide, stay on the other side of the rocks from any breaking waves so you don’t get pushed into the rocks. Out past the rocks are some old pilings.

From the Asbury Park Press; Surfers, fishermen, (divers) and those that wish to walk the beach below the high tide mark and pass through will not be required to pay for a beach badge by law, Chambarry said. You have a right to access the high tide mark without getting charged.
Parking remains free.
