The concept sounds great but........ Early America tried different forms of government in the colonies but in the end it was the golden rule, he who put up the gold made the rules and if it works some country will claim it’s on their continental shelf or in their economic zone and tax it.
I think the only way it would work is if it’s part of a research project and some corporation is putting up the money for the construction.
Did you see Water World? They were looking for dry land :)

This would be fun, but unfortunately I do not see it working. As previously mentioned, someone would try to own it. Then you would need a military and yada yada yada. Although I bet there would be some serious fun to be had!

There would have to be a system in place to kick off slackers. And you could literally make them walk a plank :) But I’m sure the cost to entry would be high enough that you’d weed out most of the slackers.
