I’m pretty sure the reason "one report even has it off Maryland" is because it is off Ocean City, MD, not Ocean City, NJ. Although Atlantic Wreck Salvage and its boat the D/V Tenacious are based in Point Pleasant, NJ, they reported finding the R-8 off the DelMarVa peninsula (of which NJ is not a part). Ocean City, MD is on that peninsula, but still well within the range of the Tenacious. This also explains why they would relocate the boat from its home port to Ocean City as described in the article you cite. Ocean City, MD is about twice as far South from Point Pleasant as Ocean City, NJ would be.
