I was there several years ago with a dive group. Our divemaster had obtained special permission from authorities to dive the spot. We were told in no uncertain terms that there is no diving there at all without special permission whether or not it is in use. Nice dive, lots of fish life including Goliath groupers, barracuda, and several huge snook.
